The Cold War started before WW2 ended. Dropping of the atomic bomb was to end the war quickly and to send a message to USSR. USSR wanted to split Japan much like Germany, and USSR had a grudge against Japan from a past war.
USSR was an ally but far from being a friend of the allied powers. When the allied forces and USSR met in Germany some generals actually wanted to push the soviets out by force.
