Can you chose your own characters in Ultimate Alliance 2 ?

There are two sides, can you chose any character or do you have to take what there is on what ever side you choose ? Example: Storm is against the Reg-Act, if I choose to be for the Act can I still use storm or do I have to be against the act to use her ?Can you chose your own characters in Ultimate Alliance 2 ?
The only characters locked to specific sides are Captain America, Luke Cage, and Iron Fist on Anti-Reg and Iron Man, Mr. Fantastic, and Songbird on Pro-Reg.Can you chose your own characters in Ultimate Alliance 2 ?
Yea im pretty sure that you can pick the sides for most characters but not captain america and iron man. but yea i think you can pick and play as most heroes.
